Union Budget 2011: Rs 9L disability compensation for defence personnel

NEW DELHI: Defence personnel, who have suffered 100 percent disability during the course of their government service, will henceforth get a one-time compensation of Rs 9 lakh on par with paramilitary personnel fighting Maoists. 

Finance Minister Pranab Mukherjee announced this benefit for defence personnel in his budget proposals presented in Lok Sabha on Monday. 

Defence personnel, who suffered less than 100 percent but over 20 percent disability, would be provided a proportionate amount as one-time compensation, he said.

Reference :-This Office Circular No. 208 (File No. Grants/Tech/0162-VIII dated 27.07.1998)

            A Copy of Government of India, MOD letter No. 1(10)/09-D (Pen/Policy) dated 12.01.2011, on the above subject is forwarded herewith as Annex to this circular for further necessary action at your end.

2.            The fixed medical allowance has been enhanced from 100/-pm to 300/-pm with effect from 01.09.2008. Ex Servicemen who retired after 01.04.2003 have to become member of ECHS compulsorily and are not eligible to draw Fixed Medical   Allowance. However, all Pre   01.04.2003 retirees have the option of either joining the Scheme or draw Fixed Medical  Allowance as per  the extant rates.

3.            The other conditions for grant of Fixed Medical Allowance as brought out in this Office Circular No.208 quoted under reference shall continue to be inforce. PDAs are requested to please review the cases and revise the Fixed Medical Allowance in all the affected cases accordingly.

ALL THE EX-SERVICEMEN WHOSE CHILDREN ARE STUDYING IN PROFESSIONAL COURSES ARE ELIGIBLE FOR PRIME MINISTER'S SCHOLARSHIP OF RS. 1250/-  FOR MALE CHILD AND RS.1500/- FOR FEMALE CHILD PER MONTH FOR TWO TO FIVE YEARS DEPENDING ON THE COURSE DURATION.THE LAST DATE FOR APPLYING FOR PM'S SCHOLARSHIP  IS 28.2.2011. 1.         Introduction.

Prime Minister’s Scholarship Scheme has been introduced from the Academic year 2006-07. To encourage higher technical and professional education for the dependent wards of Ex-Servicemen / Ex-Coast Guard and their widows (below officer rank only) and dependent wards / widows of Ex-Servicemen / Ex-Coast Guard who died in harness due to causes attributable to military service / Coast Guard Service, irrespective of the rank.

2.         Scholarships Available.

           

            A total number of 4000 scholarships will be allotted.

           

3.         Students eligible for the scholarship.

(a)          Dependent wards of ex-servicemen / Ex-Coast Guard and their widows (below officer rank only)

(b)          Dependent Wards / widows of Ex-servicemen & Ex-Coast Guard who died in harness due to causes attributable to military service / coast guard service, irrespective of the rank. 

Note:              (i)         The candidate irrespective of his marital status is eligible for PMSS. However, an earning / serving candidate is not eligible.

            (ii)        For dependent wards of widows and widows of personnel died in harness due to causes attributable as at (b), there will be no rank restriction.

One Rank One Pension for ex-servicemen 

The Parliamentary Standing committee on Defence has urged the government to reconsider the demand of “One Rank One Pension” for the ex-servicemen. 

The Parliamentary Standing Committee on Defence (15th LOK SABHA) on 1st and 7th Reports reiterated that the Government should consider the issue of ‘One Rank One Pension’ afresh. Since the issue of One Rank One Pension was not accepted in the past and more recently the Cabinet Secretary’s Committee set up to consider it also did not recommend the same, it has not been found feasible to accept the demand of One Rank One Pension. 

In the case of Original Application No. 15 and 45/2010 the Armed Forces Tribunal, Chandigarh had passed the order dated 3.3.2010 with directions to the respondents to take final decision in the matter. 

The said order was examined and speaking orders explaining the position were issued on 10.07.2010 to the petitioners. 

This information was given by Minister of State for Defence Shri MM Pallam Raju in a written reply to Shri Vilas Muttemwar and others in Lok Sabha.
