DEFENCE PENSIONERS NEW SOFTWARE


Project ‘SANGAM’ for Defence Pensioners Launched
Controller General of Defenc Accounts (CGDA) Shri Nand Kishore recently launched a software project ‘SANGAM’ for defence pensioners in a function at its headquarters at Delhi Cantonment. Speaking on this occasion, Controller General of Defence Accounts mentioned that the project ‘SANGAM’ will provide useful Management Information System (MIS) to the financial planners in the Ministry of Defence.

Project ‘SANGAM’ is a software which will facilitate issuance of corrigendum pension payment orders. This will address the demand from the ex-servicemen for issue of individual corrigendum pension payment order consequent to implementation of recommendations of Sixth Central Pay Commission (6th CPC).

This software project is one step forward from the project ‘SUVIGYA’ which was launched in October last year on the occasion of Defence Account Department Day and is very popular among defence pensioners.

The pension payment orders to be issued using ‘SANGAM’ software will be a special corrigendum pension payment system which will contain all the basic details of original pension payment order. It will also have details of family pension, disability pension and any other type of pension available to a pensioner. The new corrigendum pension payment order is unique in the sense that it gives new ID to each pensioner which will be helpful in readily accessing all data relating to a pensioner.

There are about 18 lakh defence pensioners who will be benefitted with the launch of project ‘SANGAM’ in the long run. It will also help in grievance redressal of pensioners with regard to the correctness of payment of pension.

The software has been developed in house by a team of officers from IT wing of Controller General of Defence Accounts, headed by Shri Murli Krishnan, Sr ACGDA (IT).

DPDO PENSION MONTHLY STATEMENT FORM

New facility for sending Monthly Statement of Pension from DPDOs has been launched.

Chief of Naval Staff Admiral Nirmal Verma took over as the Chairman, Chiefs of Staff Committee (COSC). He received the baton of Chairman, COSC from outgoing Chief of Air Staff Air Chief Marshal PV Naik in a brief ceremonial function at South Block. Chief of Army Staff, Gen VK Singh was also present along with other senior officers from the services.

Commissioned into the Indian Navy in 1970, Admiral Nirmal Verma, a specialist in Communication and Electronic Warfare, has four decades of experience spanning across various afloat and ashore appointments. His sea tenures include commands of INS Ranvir, a Kashin Class Destroyer and the Aircraft Carrier, INS Viraat. He is an alumnus of the Royal Naval Staff College, Greenwich, UK and the US Naval War College, Rhode Island. In the Flag Rank, he has been the Flag Officer Commanding Maharashtra Naval Area, Assistant Chief of Naval Staff (Policy & Plans), the Chief of Personnel, Vice Chief of Naval Staff and the Flag Officer Commanding-in-Chief, Eastern Naval Command

NEW DA JULY 2011


Expected DA from July 2011


We feel features, expectations and calculations are on the forefront for most of the central government employees regarding the additional Dearness Allowance from July, 2011 to be announced soon.

There will be no change in the 7% DA unless a huge change takes place in the month of June AICPIN (i.e.if the AICPIN falls below 180 points or increase above 195, a change of DA can take place, but chances are very remote.) AICPIN now stands at 187.

Surprisingly, some employees are eager to know if the DA crosses 100%, it will merge with the basic pay or not.
There is no such recommendations said in the 6th CPC.The allowances only will be increased by another 25%, every time the DA crosses 50%.

Assumption are that the DA will touch 100% in the next three years. Before the 7th CPC, which will be from 2016, the DA surely crosses 100%. 

The DA was merged with the basic pay as happened in the year 2004, the 5th CPC had recommended that DA should be converted into Dearness pay each time the CPI increase by 50% over the base index used by the Pay Commission.

With more than 50,000 officers and men in military service hanging up their boots every year, the government is “seriously” looking at the option of providing employment to ex-servicemen in central paramilitary forces.

Defence Minister AK Antony emerging from a meeting of the Kendriya Sainik Board told reporters that one of the suggestions was to find more opportunities for ex-servicemen in the paramilitary forces. “The government will discuss this issue seriously and already some discussions are going on,” Antony said.
The minister said every year around 50,000 officers and other ranks retired from the services but their skills were not being utilised effectively post-retirement. The nation could not afford to waste the vast reservoir of disciplined workforce. With hands-on work experience in about 300 trades, the young, disciplined workforce could be of immense benefit to society and the nation, the minister added.
Antony said he had written to the Chief Ministers of all states to provide more avenues of employment to ex-servicemen. The states must devise ways and means to open up more fields of economic activity where the rich and practical experience of ex-servicemen could best be utilised.
It was also decided at the meeting to make an appeal to the Centre, state governments and the private sector to take more retired armed forces personnel in their pool.
Asked if the government was planning to accept the demand of ex-servicemen for “one rank, one pension”, Antony said in the last seven years of the UPA rule, the pensions of Army personnel had been increased twice. “Though ‘one rank, one pension’ is a dream, we are nearing it. Our approach is... that step by step increase it at least to the nearest pole. We are in the process and whenever we get an opportunity, we try to increase it,” he said.
Antony said the ministry was also going to ask the state governments to increase the reward money paid to gallantry award winners and their families.
“Recently we had increased the amount for them but that is not enough. We are again going to take up that matter with the government,” he said.

CENTRAL ARMED POLICE FORCES


CENTRAL PARAMILITARY FORCES ARE NOW OFFICIALLY KNOWN AS CENTRAL ARMED POLICE FORCES (CAPF)
Central forces were variably referred to as Central Paramilitary Forces (CPMFs), Central Police Organizations (CPOs) as well as Central Police Forces (CPFs).

The Home Ministry has however officially changed the nomenclature of BSF, ITBP, SSB, CISF and CRPF and these organizations shall now be called Central Armed Police Forces (CAPFs). A letter to the effect has already been issued by the MHA.

The change does not affect other police organizations under the MHA.

Central Cabinet Approved New DA


Central Cabinet Approved DA Increase 
w.e.f January 2011
Central Government declared the increase in Dearness Allowance with effect from January 2011 in Paliament. The increase in DA will be six percent (6%) only. Now the New DA rate will be 51%. This decision will benefit about 38 lakh pensioners.

2011 HAS BEEN DECLARED THE YEAR OF THE DISABLED SOLDIER

Shocking would be too light a word to describe the extent to which our Record Offices can go to defeat claims of our own disabled soldiers. And 2011 HAS BEEN DECLARED THE YEAR OF THE DISABLED SOLDIER !!!

A petition filed by a boarded out disabled personnel, Sukhjinder Singh, was allowed by a Single Bench of the Hon’ble High Court which directed the release of disability pension to him.

The Union of India, as expected, however filed a Letter Patents Appeal (LPA) before a Division Bench challenging the order of the Single Bench and also alleging on affidavit that the Invaliding Medical Board had declared the disability ‘
neither attributable to, nor aggravated by military service’. A copy of the board was however not produced before the Court.

The Division Bench asked the Union of India to produce before it a copy of the Medical Board which was done on the next date of hearing and which consequently left the Court aghast. The Medical Board had in fact clearly declared the disability as ‘aggravated by physical stress and strain of service’.

Revision of Pension for ex-servicemen


Revision of  Pension

As per existing rule, pension of TS Naik/Hony NK and Hony Havildar i s  `1/- less  than pension admissible  for NK and Havildar for the  same length of qualifying service and group of pay in which he was last paid respectively. It is therefore, clarified that the rate of pension shown in Annexure III (Revised for PBOR of Army and equivalent rank in Navy and Airforce indicating the changes in pension of the affected PBOR will also be applicable for TS Naik, Hony Naik and Hony Havildar reducing pension by ‘1/-‘. pcda circular
