Annual accounts for this period are under finalization.

As per laid down policy, 50% of the total profits earned by CSD is being deposited into Consolidated Fund of India (CFI). The remaining 50% is distributed to various beneficiaries as determined by the Competent Authority. As per policy in vogue, after deduction of regular and adhoc allocations of 4.91 % of this amount, the balance is allocated to Army, Air Force and Navy in the ratio of 85:10:5.

Women are inducted in Armed Forces as Officers. The strength of women officers in the three Services of the Armed Forces during the last three years and the current year (Service-wise), is as under:

There is no separate fixed sanctioned strength for recruitment of Women officers in the Armed Forces and they are recruited within the overallauthorised strength of officers in the respective Service. They are inducted as Short Service Commissioned Officers (SSCOs) in various Services/Branches of the three Service as indicated below:-
Women officers are inducted as SSC officers in following Branches/Cadres of the three Services viz. Army, Navy and Air Force:
ARMY:Signals; Engineers; Army Aviation; Army Air Defence; Electronics & Mechanical Engineers; Army Service Corps; Army Ordnance Corps; Intelligence; Army Education Corps; Judge Advocate General.
NAVY:JAG; Logistics; Observer; Air Traffic Controller; Naval Constructor; Education.
AIR FORCE:In all branches and Streams except Fighter Stream of flying branch.
The Armed Forces have submitted a comprehensive policy paper on induction and employment of Women. The Ministry after considering the policy paper keeping in view the role and responsibility of the Armed Forces in defending the nation and protecting the territorial integrity of the country have issued a Government letter on 11th November 2011 inter-alia laying down policy on induction and employment of women in Armed Forces including grant of Permanent Commission to women SSCOs, as under:
(i)                 Women Officers may continue to be inducted as Short Service Commission officers(SSCOs) in Branches/Cadres where they are being inducted presently in the three Services;
(ii)               Women SSCOs will be eligible for consideration for grant of permanent commission along with men SSCOs in specific Branches in the three Services viz. Judge Advocate General(JAG) and Army Education Corps (AEC) of Army and their corresponding branches in Navy and Air Force; Naval constructor in Navy and Accounts branch in Air Force, as specified in Ministry`s letter No. 12(1)/2004-D(AG) Pt-II dated 26th September, 2008;
(iii)             In addition to the above, in the Air Force, women SSCOs will be eligible along with men SSCOs, for consideration for grant of permanent commission in Technical, Administration, Logistics and Meteorology Branches.
The grant of permanent commission will be subject to willingness of the candidate and service specific requirements, availability of vacancies, suitability, merit of the candidate as decided by each Service.
Further, a matter regarding grant of permanent commission to women officers in Army is sub-judice before the Hon`ble Supreme Court.

PERMANENT COMMISSION TO WOMEN OFFICERS
Armed Forces were requested to prepare a comprehensive coherent policy paper on induction of Women, which has been submitted to the Ministry in August 2011. The policy paper has been considered by the Ministry keeping in view the role and responsibility of the Armed Forces in defending the nation and protecting the territorial integrity of the-country. Based thereon, a Government letter has been issued on 11th November, 2011 inter-alia laying down policy on induction and employment of women in Armed Forces as under: 

(i) Women Officers may continue to be inducted as Short Service Commission Officers` (SSCOs) in Branches/Cadres where they are being inducted presently in the three Service`s;
 

(ii) Women SSCOs will be eligible for consideration for grant of permanent commission along with Men SSCOs in specific Branches in the three Services viz. Judge Advocate General (JAG) and Army Education Corps (AEC) of Army and their corresponding branches in Navy and Air Force; Naval constructor in Navy and Accounts branch in Air Force, as specified in Ministry`s letter No:12(i)/2004-D(AG)Pt.Il, dated 26th Septembet,2008;`

MS Dhoni, Abhinav Bindra and Dr Deepak Rao were pipped in by the Army Chief Gen VK Singh today, here. MS Dhoni and Abhinav Bindra have been commissioned as Honorary Lt Colonel and Dr Deepak Rao commissioned as a Honorary Major in the Territorial Army.

MS Dhoni and Abhinav Bindra have been bestowed the honour for their outstanding contribution in the field of sports and their commitment to the Army on various occasions. MS Dhoni has set an example by his unstinted hard work, discipline and supreme dedication. His leading the team from the front, remaining ultra cool in adversities, maintaining excellent physical standards, and giving all credit to his teammates, is very synonymous to the Army way of leadership.
 

Abhinav Bindra is youth icon and his qualities as a valiant fighter, dedication, hardwork, supreme concentration and perseverance are synonymous to an Army leader.
 

Deepak Rao is the first Indian to specialize in modern Close Quarter Battle Training (CQB) and has imparted his expertise for 17 years to train soldiers from various Indian forces. He has also been Instructor in Reflex Shooting and Deep Sea Diving. Despite his outstanding achievements he remains committed, selfless and has dedicated his life for Army as an organisation. For his yeomen service to the nation and specifically providing assistance to training of the Armed Forces in Close Quarter Battle, Advanced Commando Combat System and Combating Terrorism, Dr Rao has been bestowed with the honour.
 

All the three young honorary officers have always followed the ethos and culture of the Indian Army. By donning the Olive Greens, they will be an inspiration to many youngsters of our Nation. As Brand Ambassadors of the Indian Army, they will strengthen the citizen-soldier bonds. Col (Honorary) Anil Habbu, Lt Col (Honorary) Kapil Dev and Lt Col (Honorary) Mohanlal are the other Honorary officers of the Territorial Army.

Resolve Ex-Servicemen Pension Grievances Quickly


Antony’s Message to Defence Accounts on Annual Day

The Defence Minister Shri AK Antony asked senior Defence Finance officials of his Ministry to consider the satisfaction level of Ex-Servicemen (ESM) pensioners as the benchmark of their performance. Addressing the 264th Annual Day Celebration of the Defence Accounts Department (DAD) here today, Shri Antony pointed out that his office still continues to receive several pension settlement related grievances.

“True, most of these cases were a baggage from the past as a consequence of Pay Commission recommendations and Cabinet decision on pay and pension hike, yet these needed to be addressed at the shortest possible time,” Shri Antony said. “Ultimately, the taste of the pudding lies in its eating,” he quipped adding that “the veterans deserved their due as they had sacrificed the prime of their life safeguarding our borders.”

The Defence Minister hoped that the two IT projects ‘Sangam’, for pension payment, and ‘Dolphin’ related to monthly pay system for the Other Ranks (OR) in Army, will facilitate quick disbursal of dues to the serving ORs and ESM. “You must strive to provide enhanced customer satisfaction through hassle-free service and prompt and accurate payment of dues to the soldiers and their dependents.” Project ‘Sangham’ has fulfilled a long-pending demand of our ESM.

Commending the DAD for launching of its two IT projects – ‘Vishwak’ and ‘Bhawan’, Shri Antony said, “You should strive to utilise this advantage to assist the Services in achieving their goals.” Underlining the need for transparency in accounting procedures, the Defence Minister observed, “In today’s era of globalisation, accountability has acquired new connotations. Accountability is no longer restricted to quantitative techniques and financial inputs and outputs. It has become an integral part of good governance, with several aspects like integrity, transparency, responsiveness and sustainability becoming a part and parcel.”

On the occasion, the Shri Antony also presented the Raksha Mantri’s Awards for Excellence for the year 2011. The Excellence Award for Software Development was bagged by CGDA (IT Wing Team) headed by Shri S Murali Krishnan, which has developed Project ‘Suvigya’ (Pension inquiry system), Project ‘Aashraya (pension disbursement system) and Project ‘Darpan’ (Defence Accounts Receipts and Payments Analyses). CDA Secunderabad, Secunderabad team headed by Shri Y Rajareddy was awarded the Excellence Award for Project ‘Dophin’, an online PBOR Monthly Pay System. PCDA (Central Command) team headed by Shri HH Mishra also bagged the Excellence Award for launching of Monthly Pay System and its implementation on all Pay AccountsOffices.

Secretary, Ex-Servicemen Welfare, Shrimati Neelam Nath, Controller General of Defence Accounts (CGDA) Shri Nand Kishore and Additional CGDA Ms UG Antony were among the dignitaries present at thefunctions.

IMPLEMENTATION OF ONE RANK ONE PENSION


Implementation of One Rank One Pension
Improvement in pension is an ongoing process. Though the demand for One Rank One Pension (OROP) has been considered by various Committees in the past but it has not been found feasible to accept it. However, keeping in mind the spirit of the demand a Committee was set up under the Chairmanship of Cabinet Secretary to look into the issue of OROP and other related matters, which submitted its report on 30.6.2009. The Committee made seven recommendations to substantially improve pensionary benefits of Personnel Below Officer Rank (PBOR) and Commissioned Officers, which have been accepted by the Government. Department of Ex-Servicemen Welfare, Ministry of Defence has accordingly issued orders in implementation of the same vide Government letters dated 30.10.2009, 19.1.2010, 20.1.2010 & 8.3.2010 which are also available on www.pcdapension.nic.in. These orders have substantially increased the pension of pre 2006 retirees. 
The yearly statement of booking of Defence Pension Expenditure during and up to the month of March ending (2009-2010 & 2010-2011) shows that the total amount allotted for Defence Pension Expenditure has been booked in full and no amount is lying unspent. Further as per the reports received from various pension disbursing authorities including Public Sector Banks/Private Sector Banks almost 98.5% cases requiring revision have been cleared. Only few cases are pending for revision, which are also being pursued for early settlement. 

The process of revision of pension is being monitored regularly by the Department of Ex-Servicemen Welfare (ESW), Controller General of Defence Accounts (CGDA) and the Department of Financial Services.

DA FOR PENSIONERS


Dearness allowance for Pensioners hiked by 7%
 NEW DELHI: Ahead of the festival season, the government announced a seven per cent hike in the Dearness Allowance of its employees.
The decision to increase the Dearness Allowance (DA) for five million Central government employees and Dearness Relief (DR) for about four million pensioners was taken by the Union Cabinet.
The pay hike would be applicable from July 1.
